European Union Toy Safety Directive EN71 specifies safety requirements for toys which includes physical and mechanical properties, flammability, chemical properties. Before any toys are CE marked, the toys has to be safety tested as accordance to ISO EN-71 or equivalent. |

ASTM International, one of the largest voluntary standards developing organizations in the world, develops and publishes international voluntary consensus standards for materials, products, systems and services. All toys made outside of United States and sold in the United States must meet the safety requirements of ASTM F963, Standard Consumer Safety Specification for Toy Safety, as part of the Consumer Product Safety Improvement Act of 2008 (CPSIA). |

European Chemicals Agency (ECHA) manages the technical, scientific and administrative aspects of REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals) regulation. REACH regulates the production and use of chemical substances, to improve the protection of human health and the environment from the risks that can be posed by chemicals, while enhancing the competitiveness of the EU chemicals industry. It also promotes alternative methods for the hazard assessment of substances in order to reduce the number of tests on animals. |

Their criteria includes play value, material, workmanship, construction, durability, safety, design, size, quantity, quality of the instructions for playing or making, as well as suitability for the appropriate age group. |
